The universe is expanding and contracting over and over again-

 (Pulsating)

expansion of the universe may be stopped by the gravitational pull and then starts to contract again.  After it has contracted to a small size it looses its gravitational pull and then starts to expand again.

The Pulsating Effect is meant to keep going constantly.
